Defining the Information Architecture early in the process keeps the project focused and diminishes the tendency toward "feature creep" by all invested participants. Though it increases up front cost it also alleviates far greater costs, down the development path, that can be incurred when the project is not well defined at the beginning and starts to drift, requiring further engineering as well as UX and design efforts.
